Personal Financial Management Program
The management of personal finances is an ongoing and increasing challenge to service members and their families. The Fleet and Family Support Program (FFSP), in conjunction with Command Financial Specialists (CFS) at commands throughout the Navy, are tasked with providing personal financial management education and training, information and referral and counseling that can improve mission readiness.
For many Sailors and their families, the lack of basic consumer skills and training in fiscal management positions them for financial difficulty. The Navy lifestyle includes frequent moves. The inflated cost of living in some areas, frequent moves, the prevalence of easy credit, high-pressure sales tactics, undisciplined buying, and consumer rip-offs further contributes to potential financial problems. Financial difficulties are an issue for many service members, their family members, and commands, and it affects Navy operational readiness. These problems can lead to revocation of security clearances, to the inability to accept orders to overseas and remote locations and even administrative discharge in addition to the time spent away from work, the lack of focus on the job and the man hours leaders spend dealing with financial problems of their crew.
Financial education topics include but are not limited to:
- Developing a Spending Plan.
- Car Buying.
- Credit Management.
- Home Buying.
- Holiday Spending.
- Marriage and Money.
- Military Pay Issues.
- Saving and Investing.
- Planning for retirement.
- Thrift Savings Plan (TSP).
- Blended Retirement System (BRS).
In addition, Touchpoint Curriculum Training has been implemented during military life events such as:
- First Duty Station.
- Permanent Change of Station (PCS).
- Promotion.
- Major Life Events.
- Marriage.
- Divorce.
- First child.
- Disability or sickness.
- Deployment

Command Financial Specialist (CFS)
Our Financial Management staff conducts Command Financial Specialist classes for enlisted E-6 or above or W1/01 for officers. The CFS function as the command’s principal adviser on policies and matters related to personal financial management. To attend a CFS workshop you must be approved through your command.
